Dear Ms. Barbara Foster,
Since my original complaint filed January 31, 2020 I find it inexcusable that insurance companies namely, LIBERTY MUTUAL and individuals like DANIEL SCHWARTZ esq, and Claims adjuster ASHLEE ISBELL (adjuster # 3397993) continue to evade paying claims as charted by the Division of Insurance.
“The Insurance Division is charged with protecting the rights of the consumer and the public’s interest in dealing with the insurance industry and is responsible for regulating the insurance industry. It sets ethical and financial standards for insurance companies and review rates. The division responds to and assists consumers. It reviews insurance policies to ensure compliance with Nevada insurance laws and regulations. The division licenses insurance companies, insurance agents and producers. It makes sure insurance companies are solvent and have the ability to pay claims. It also makes sure companies follow through on the promises made to consumers through insurance policies…” (https://doi.nv.gov/About-us)
Letters sent by Vanessa Skrinjaric, Compliance Audit Investigator III on February 21, 2020 were without result. My continued complaints including my follow-up letter dated May 4, 2021 to your department finally resulted in BARBARA FOSTER, Compliance/Audit Investigator III sending a letter stating mandatory compliance within “10 days from the date of this letter” was again sent to Liberty Mutual’s ASHKAN NAZERI without response.
“Consumer Protection
- For Fiscal Years 2015 and 2016 the Consumer Services Section responded to over 6,262 consumer inquiries and investigated more than 27,539 consumer complaints regarding the activities of insurance companies, insurance agents, bail agents, title agents, and other regulated entities. (ed. note: with what results benefiting consumers? bad faith claims?)

As a result of your division’s inaction and lack of enforcement and LIBEERTY MUTUAL’S paltering actions I have been forced to concede to terms of settlement that are morally appalling to me, causing hardship to me physically and financially and deferring medical solutions to my personal insurance carrier, all the while LIBERTY MUTAL, collects $38 billion in premiums and continues deferring financial hardship to Nevada’s injured worker citizens, their personal health insurance carriers even Medicaid and continuing to overburden the court system with frivolous claims costing millions.
I expect a response to this letter showing the result of your investigation.
I further expect documentation of compliance of ASHLEE ISBELL’s adjustor’s license (adjuster # 3397993) showing her compliance to required continuing education credits on ethic’s as required by Nevada law. I find her actions obstreperous!

19 months and still no help. ASHLEY ISBELL (adjuster) and LIBERTY MUTUAL ( insurer) have it down to a science on hold to use the slow “speed of government” to eliminate their payments for work comp accidents. Not bad,
